That's a pretty common Hoya myth but it is not true.

If the cutting DOES have a peduncle (example here), it will bloom faster, but it will eventually grow these peduncles on its own, even if it doesn't start out with them.

Hoyas, like all plants, need to reach a certain maturity to bloom, but the time it takes one to produce peduncles and bloom can be dramatically shortened by providing it with optimal conditions, including lots of sunlight and some fertilization.

Your plant will definitely eventually bloom. Good luck!

also remember---do not remove the peduncle where it bloomed from. It will bloom again from the same one. Someone on the forum posted that the roots have to fill the pot before it blooms, but I've had cuttings rooting in perlite start to bloom. I also have a variegated leaf hoya that hasn't bloomed for two years. The plant is over five years old in same pot. Go figure!. Just have to be patient. And I'm not a very patient person. LOL
