Dry, leathery leaves - lack of watering?

I think what I have is a Carnosa. I got it as a single leaf clipped from a friend's plant.

It has grown 6 runners of 2 feet long since 2003, but was placed in a corner where it was forgotten several times while watering.

Many of the leaves are no longer succulent - they are flat, feel papery and leathery, while remaining green and alive.

I've cut off many and made cuttings of some of the runners with a lot of missing leaves, but today I read that you can soak a Hoya in water to 'bring it back'.

Can this be done once the leaves reach this flat/leathery condition?
