ID this was just $ 2.99. is it a Hoya carnosa?

Wanted a Hoya and saw this at KMt. for just $ 2.99. I am a newbie and there was no tag / label just "Premium Foliage". Is it a Hoya carnosa? Usually they have Peperomias which I did not want. It looked to me more like a Hoya. Can someone ID this? and if it is a Hoya how long does it take for it to bloom? these are just 10 / 12 inches long vines.
