Has the new leaf hardened yet or is it still soft because it is not finished growing? Often leaves that are still developing will have this look.
I have a callistophylla plant that has these more cupped leaves (mature) as well and I have yet to figure out just what causes it.

My fungii's leaves vary a LOT in size, some incurve, some don't, some become very succulent with age, others not so much. It's just one of those very variable species, I think. My favorite kind of leaves with fungii are the ones that grow in clusters and incurve...

I also find this issue interesting, although I have no answers yet. I've had the exact same experiences as Mike points out, where sometimes they transform into the expected leaf as soon as your attention wanders, and other times they just stay all curled and oversized. My villosa just threw a leaf that is twice the width of the others and cupped and seems to have no intention of ever being long and rippling like the others. I hate it, but I don't tell villosa that, since I'm just glad it is not mad at me anymore, like this winter.
