Where are the cuttings located outside - deep shade, bright shade, partial sun, direct sun?
- I recommend bright shade or filtered sun (at most).

Also, what are the temperatures like in your half of the world?

As for watering....well, you water when the mix begins to dry.
If you put a chop-stick or a kabob skewer in your containers, you can check it for moisture.
From my experience, Orchid Bark will dry out sooner than traditional soils, so check it often.

I'm eager to see if your results correspond with my own...

They are on the porch so they get bright shade the temperature during the day today is 21C and at night 11C its trying to rain so it is a bit humid today.

That should work just fine.

I add a 1/4 or 1/2 strength dose of liquid fertilizer as soon as I see evidence of new growth.

I would recommend warmer night temperatures, lowland Hoya species would never experience lows approaching 11C. Hoyas from higher elevations would be OK with that temperature but when you are trying to root new cuttings keeping them warm will do a lot to speed things up. Some truly warm growers will not do well with extended periods of cool temperatures below 15C.
Are you just going into summer now? If so your Hoyas should be fairly quick to root. Many of us use an enclosed rooting chamber, plastic tub or aquarium to root cuttings. When you can control the temperature, humidity and light you get very fast and consistent results.

yep its coming into summer, so a seed raising tray would be good a one with a lid?

I have a seedling tray with a 7" tall dome and it works very well, also an old aquarium that is covered with clear plastic. You can use what ever works even a big freezer bag or other clear plastic bag. If it's very humid you might not need this treatment but it does speed things up and the longer you leave the cuttings to root the sooner new growth appears.

The cutting in the bathroom has some roots yay. the other couple havent done much yet

If there are visible roots growing along the stem out into the air your cutting is very happy, this happens most often when the humidity is at it's highest.
Another week or two and you can place the cutting out in the open.
