I'm betting the drop didn't hurt it, but it's the move that is causing the problem. Hoyas can be a little sensitive to a change in environment. So a new home plus brighter light is going to take some adjustment. I would not add a repotting to that, so even if it's potbound, just let it take time to adjust. It will most likely be fine. You didn't mention what species it is - can you post a pic? Most species will bounce back after the adjustment, a few can be more difficult. At any rate, I would probably go ahead and take a few cuttings, just to be on the safe side. That way if it doesn't recover, you'll have a new start.

And BTW, it will probably bloom in time now that you're giving it more light.
