Holes in ground next to hostas

This spring and summer, my hostas aren't doing very well. They are quite small. I've noticed holes in the ground next to the plants. Could there be something eating the roots? Maybe moles? What can I do about it?

More likely voles; moles are diggers but eat grubs, not plants. Heavy-duty ¼" hardware cloth (a foot below and above ground) or a cat are the only effective measures I've heard of.
