When do you winterize your roses?

The last 2 winters I cut down my roses, mulched them and wrapped them in burlap and they did well. Came back in the spring looking great but my problem is that I don't remember exactly when is the time to do this. When is the best time to say goodnight for the winter?

Just before Thanksgiving. Or in mid-November. It's important that they should be dormant and mine are't, yet. A few are actually blooming!

Thanks for your advice, mine are still blooming too! I will wait a while. I was told today by Plant Depot in Wappingers not to cut them down because that will encourage more growth, but I have always done it prior to covering them. Do you have any suggestions as to whether I should do it or not?
