Portland, OR Hummingbirds still

I live on the 19th floor of a highrise in Portland Oregon. I had a fuscia plant on the balcony in November and saw hummingbirds, so I decided to put out a feeder. I had no idea they would come up this high, but wanted to make sure they had food when the frost killed the fuscia. Now in January I have seen several birds and put up a second feeder. There is one hummingbird who spends most of the day on a branch of my now bare lilac bush, occasionally feeding from one feeder or the other. I noticed also that he chases others away when they try to feed. I did not know they would sit for hours in one spot,but maybe food is scarce enough that he wants my balcony as his territory. Is this normal? Will the behavior change in the spring when there is more food available?
