Have you considered hanging windowsill type baskets over the rails so you can try a variety of plants for hummers? We use something like these ......

One of the Butterfly bushes is red & it's supposed to be a hummie attractant, 4-8ft. Also Rose of Sharon / Althea, 6-12ft.

Then there's trumpet vine. They're frequently invasive or oversized, but if you're okay with that, or if they're not invasive in your area, they'd look absolutely beautiful on your fence.

I also like the planter-boxes-on-the-fence suggestion.

How about cardinal vine? It wont be as big of a handful as a trumpet vine. I have not owned one yet fyi but i plan on getting one next year.

Yes, cardinal vine could work but from the pic I would assume it would also go over into your neighbors yard. Another possible tall suggestion would be agastache tutti fruitti which could be perrenial or subrotunda which might not be. Pics follow.

tutti fruitti are the tall pink stalks 56inches, subrotunda at the far end. Hummers use all here.
