honeysuckle problem

I have a Lonicera Alabama Crimson growing up my lamp post. It is green on the ends, meaning, there are green leaves at the top of this plant but it is a bare vine from the ground up at least 4-5 feet. Parts of it look dead but when I break off a branch, it is still wick inside. There are no moe flowers to attract hummers - not that there were alot to begin with! Everything I have found on the web says to prune it after flowering, but how far down? If I prune it to the ground will it grow back again in the Spring, or does it only get flowers on old wood? I want to revive this plant so that my hummingbirds have something to come to.
