plant size

I have several hydrangeas that just seem like they will not increase in size and have few blooms. I live near Montgomery, Al and have soil ph of 5-5.5. They are planted in soil admended with pine fines, leaf compost and composted cow manure. They all get morning sun and filtered shade from noon on. I feed them with a handfull of Milogranite fertilizer around April and then mid June. They get regular water. They have nice leaves but few blooms and are around 12-24 inches tall. Any suggestions? Most are mopheads, a few are lacecaps which seem to have more blooms.
