climbing hydrangea - slow growing

OK - so I know they are slow growing and have heard all these wonderful stories. But mine was planted about 6-7 years ago and still has done nothing. It sprouts new green foliage - looks healthy, but doesn't grow taller or wider, and has never bloomed.

It is planted in shade by a fence and is probably competing with the roots of a very old and large tree. Also - we have clay soil. I'm sure I must have used good soil when I planted it - but all around is clay.

Any suggestions? Is this hopeless?
