Dead, Alive, Slow ???

I planted 2 Endless Summer and 1.. uhh, can't remember the name, pinkish red hydrangea, last spring. They were decent size maybe 1.5 - 2 feet around or so. Did great all last year.

Now that the weather has started to break here in Northeast Ohio, my rose and others are starting to put on leaves and grow. Well, I'm starting to worry about the Hydrangea. They have all the old bare wood with nothing on them, but have a clump of fresh new green clumps coming from the base of the plant. Is this normal? I would think it would green uniformly on the old wood? Is it possibly all the old wood is dead and it is starting fresh from the base?
