Sure--just dig up the ones you don't want. I do that all the time when my Annabelle tries to exceed her allotted space. It's easy--just carefully line up the edge of the shovel where you want to limit the Annabelle and then with your foot give a sharp, emphatic stomp on the shovel and lift up the unwanted sucker. That's about it.

They are green nubs on the crotches of one of my hydrangea limbs. Are they lil suckers like on a tomato? Thanks

Those are just new growth buds. Not the most common thing with hydrangeas but an indication that yours is happy and growing well.
