Should I cut them down to the ground in Spring or do I just let them stay up?
If the hydrangea is placed in a location where it can reach its size at maturity without making a problem of itself, do not prune it. Pruning is not required unless it overflows into other shrubbery or walkways or somehow becomes a safety problem.
