I think it is too cold in Z5 to be planting now so put them in pots in the garage for now. Houses tend to dry them out quick, especially if the vents aim at them. Then bring them outside on warm days so they acclimate. Bring them inside if it is going to get close to freezing. About 2-3 weeks after your average date of last frost, plant them in the ground. While in the garage, water them once a week or so. Do not apply fertilizers until planted outside (liquid seaweed or liquid fish are probably ok).

I hope the Annabelle's were REALLY cheap? i can't think of any other reason you would mail order something so common in such a small size. Every Walmart, Lowes, & Home Depot will have good sized plants for $10 or less in a couple of weeks.

I got some lace cap from a person in Oregon early summer a couple of years ago. She was selling cuttings, so I knew what I was getting into, and they were cheap. (I know, not the same scenario as your situation.) The photo shows them in a pot waiting until they get bigger to plant. They did very well in bright shade. I then overwintered them in the pot in an unheated garage and planted them in the ground the following year.

I see no reason for not naming the company involved. They did not ship as agreed and everyone needs to know who they are. Al
