Did frost kill my hydranga?

Every year, I prune my hydrangas in the fall, cutting only the stems that bloomed that year and leaving those that didn't. About three weeks ago, I started seeing buds at the root of the plant and several on the "sticks" - then we had a frost. Now, the sticks are bare with no sign of life (all the buds went brown). I am starting to see buds at the root of the plants, however, I fear that the "sticks" are dead. From what I understand, that is where the blooms come from. Should I cut them? If I do, will I get blooms this year? I have around 20 of them and they are our main "decoration" around our deck/house so I want to make sure to do the right thing.
