Penny Mac still no leaves

We had a really harsh winter in western pa and my spring planting of last year has yet to put on any leaves! I can tell it is getting greener from the base, but it's hard to imagine it will totally recover... I have one week left that I can exchange it, so any thoughts?

Might as well exchange it and then mulch the new one better this November. Where'd you get it? If HD, they've got plenty of decent ones in stock right now.

Mine took the same beating, and will probably need to go in a pot for a couple years or get tossed over the hill.
