Hydrangea White fluffy bits

I inherited an Hydrangrea plant when I bought my house 12 years ago. Up until 2 years ago it has never had any problems. Last year I noticed its leaves curling and looking as if they were burning in the summer sun but thought it would be fine this year if I watered it more. However this year it is full of white fuffy oblong things that look like caterpillars except they don't seem to move or even be alive. Is my plant diseased or is it something else. I have been reading up about some nymphs that affect these plants but the description says they are on the undersides of the leaves were mine are on both the top and underside and also all over the branches. it is a really big nice bush/shrub whatever :-) outside my conservatory and I really don't want to lose it, is there anything I can do to help it out?
