hydrangea old wood

i planted several hydrangeas last year, a blushing bride, some city lines, an edgy hearts and others. they're all supposed to either bloom on old wood or on both old and new wood. but this year as i've watched them leaf out and start to bloom, the wood stems from last year are remaining bare. no leaves are appearing on any of them (no matter what type of hydrangea) and def no buds. every one of them is sending up brand new growth. am i supposed to cut away last years stems? tehy're not visible now unless you look for them, because they're hidden by the new leafy stems. but they're there. is this how they are supposed to grow? i was under the impression that the stems from last year would put on leaves and flowers this year.
