Quick Fires not getting many blooms

I have a number of these, and so far I love the density of the foliage, but have been very disappointed in the number of blooms. For most, it's the third year in the ground.

I wonder if part of the issue is not getting enough sun. But I have one shrub (purchased somewhere different from the others) that seems to get more bloooms, and it's actually in more shade. None is in full, all-day, sun, but most get about five hours.

In one bed, I have four. One has zero buds and the others have varying numbers, but all have a small percentage of branches with blooms.

I'm wondering if mine are just from bad stock, my conditions aren't right, I need to give them more time, or if others have experienced this too.
