Climbing hydrangea has a LOT of ground level shoots - Prune them?

My climbing hydrangea (which is probably 6+ years old) has only randomly produced a bloom (one!) some years has a LOT of ground-level shoots. These shoots are trying to root and I have left them alone, but now I am wondering if they should be removed and if that would encourage blooms to form.

The hydrangea is on an arch-topped trellis that gets morning sun until 1-2pm and then more and more shade as the sun sets (it backs up to a line of fir trees on the west) It is very healthy and I never lose any branches in the winter. It is taller than I am and very bushy, but no blooms to speak of.

Any suggestions to help it bloom?
