cityline hydrangea having a very small flower head

Hi,
This is the third year that I had this cityline hydrangea (I believe, it's paris). It looks very healthy and happy with nice green leaves. However, the flower heads are very small and it has only few buds as you can see from the photo. What could cause this?
Blooms were spectacular in the previous years and I've been very happy with this plant.
The winter was very mild this year and I was expecting for a show this year. So I am very disappointed.
Can anyone help? Is it missing some nutrients?
