Hydrangea tree form?

In person this hydrangea looked shrub-like, but looking at this picture, I think it might have intended to be a tree form. Is there some training and/or lower-branch removal needed to make that be more obvious?

The stake seen was just removed. It had been there way too long and was seriously cutting into the bark. If you look closely you can also see another sizable stem from the base. That would be cut off if going for tree form. Or maybe best to just let it be a shrub long term. Its at a novice's house. There were lots of signs of cuts made at the top of the stake at what might be the graft point. I wasn't concentrating when I looked at it and didn't consciously look for a graft.

Not sure what kind of hydrangea either. Some type of paniculata? Is there a cultivar that is commonly sold as a tree form?
