I would hesitate to do this based on only one year's occurrence. There could have been a weather related reason or a pest at work. Determine if the plant is able to create buds and then check to see that the buds open. Each type of problem can have its reasons. Once you determine what they are then see if moving will really help. For example, if you got no buds this year because of a pest (deer/squirrell), protect it instead of moving it.

I don't think it can be a shade problem. I have recently moved a neglected Pinky Winky that was in a sunless corner AND submerged in the shade of surrounding plants, and even though it's very leggy it's still managed to put out some blooms.

If Limelight is just budding out, it seems like all your plants are blooming late. Keep in mind that Quick Fire blooms and turns pink before others even start flowering. Perhaps the PW just needs more time.

The rainy season is here in full force. Looks like buds but no blooms from limelight and Pinky Winky this year. Limelight in full sun is trying to bloom but the buds are only about half open with just a few fully open .
