Frost Damage or something else?

This hydrangea is 'Little Lamb', and I have had it for probably 4-5 years. Every year it does the same thing. It looks healthy in spring, and then just about the time it looks like it going to form flower heads the ends shrivel up like in the picture.

Is this frost damage or something else? When do you think would be the best time to prune this one back?

If it were frost damage, it is odd that it would do that 4-5 years in a row. Paniculatas are quite hardy. I am wondering if it is a virus. I need to read up on carlavirus and ringspot virus. Can you post a picture of the browning seen on some of those leaves? Especially the affected leaf near the lower left hand corner?

I forgot to ask... have you checked for pests/insects like mites?
