Blusing Bride: Non Blooming Branches

My Blushing Bride has several non-blooming shoots that are taller than the shoots that have flowers.

Would I hurt any future flowers on the non-blooming shoots if I cut them back far enough (perhaps 18 inches) to see the flowers on the shorter shoots behind them? I don't see even a hint of flower bud on the non-blooming shoots and the existing flowers on the other shoots are now starting to turn different colors from age.

Also, if I prune off the existing flowers on Blushing Bride now, how far down should I cut in order to get maximum amount of rebloom?
