It can. I would aim for plants that get 3-4' high. In your zone, the growing season is short and this helps keep it within bounds. When the mature size is given as a range, you area will be closer to the smaller size given. In my area though, it would get much bigger and that might be a problem aesthethically because the pot and the plant might not look right. Meaning the plant would look much bigger than the pot sometimes and this would force one to get a bigger one until the pot size becomes too large for the area where you put the pot. As an extreme example, consider growing large paniculatas like Limelight or PeeGee in pots.
