Very floppy Oak Leaf Hydrangea

I planted an oak leaf last year, it was growing upright. It was slow to start this year (we had a bad winter, about 1/2 the shrub died back), but eventually got quite a bit new growth, although it never bloomed. It is on the north side of the house and gets some morning sun as well as some later afternoon sun. The issue is it is totally flopped, meaning it is basically growing almost like a ground cover. The stem comes out of the grounds and then bends, and all the new growth is growing down. It is about 3-4' wide and 18" tall. So, how do I get it to grow upright? Do I stake it? Cut it back? Thanks.
