Windows 7, IE 9 - I highlight URL at the page top, tap control, C to copy. Control, V to paste into the optional box.

There are cut (scissors), paste (clipboard), copy (two pages slightly imposed over each other) icons in my exposed tool bar that would serve the same purpose. Highlight, then click appropriate commands. It took me a while to find and display those when I changed operating systems and I'd gotten used to the keyboard shortcut by then ;)
