Some suggestions: post the names of shrubs that you want in the exchange forum, obtain snall plants from existing owners who propagate the shrubs, check out sales by garden clubs/etc during the Fall and Spring.

Depending where you are there should be end of the season sales 50 to 75% off at the big box stores HD,LOWES. The shrubs may be a little rough but most are very salvagable.You get a few years on a plant 3 and 4 year old plants.
