16 on / 8 off is more likely a light cycle. (in hours)
many aero-ponic systems run the pump continuously. you could run somewhere along the lines of 1 min on / 30 min off during the light cycle. maybe one half or one fourth that during the dark cycle.
I can't speak to your germination technique though it sounds reasonable. I always just germinate on paper towels then directly plant into my net pots.

Sounds like you have a great start
Whatever you do dont leave the pump off for more than 15-20 minutes!
Most people leave the pump running 24/7
or you can run it 15 min increments or so to cut power use (exactly what grizzman said)
Also watch your seedling when you put them in your new system because it is not a top feeding system they may not get enough moisture. You may end up top feeding for a while, until the roots get going.

Also watch out for leaks, these things can be a pain if not sealed well.

I've had success using Rapid Rooter plugs, germinate the seeds and allow roots to grow through the body of the rapid rooter, when large enough put into 3" net pots with clay.

I've got a Aero2 with 600 watt MH and I'm starting to eat the spoils of my labor.
