I'm not sure there is such a thing as a good algae bloom! Not being critical of you but this is how I understand algae in aquatic environments. Algae is ok to a point but when it becomes saturated in the system it depletes oxygen during hours of darkness. Bullheads are called Mudcats (catfish) in the South...a type that is less than desirable for any purpose. They can actually live in mud for awhile, thus the name mudcats and they can survive in a very low oxygen environment. If there are no other fish in the pond it may be because of the algae bloom.

You can introduce some surface plants to the pond that will block sunlight and keep the algae down to a healthy minimum like duckweed that is a good source of protein for desirable fishies and it reproduces quickly.

The whole point and back to your question, as long as algae is a blooming problem in your pond it will probably not support much of a hydroponic system and other than natural aquatic plants, you will likely need some sort of pond aeration device to supplement dissolved oxygen for growing non aquatic plants hydroponically.
