small flying bugs! what are they?

I know many of you use soil as a medium as well as hydro so I thought I would get a good response here.

On my soil seedlings and hydro plants I am seeing small fruit fly like bugs on the plants and flying around. Only a few right now, but Im pretty sure they've been multiplying. What are they and how can I get rid of them?? Any help is much appreciated. Thanks!

Well if they look like fruit flies, they probably are. Could be fungus gnats, though I believe they're the same thing by a different name.
I read on instructables one time the best trap for getting rid of them was an old wine bottle that was empty but had not been rinsed out.
