Meh, After some some google'ing I found out their called NFT system and found some plans.

And anyone know where I should look for support legs that would fit a 4~5 inch vinyl fence post?

Resting on the water tank can be convenient for efficient pump sizing and minimal loss of water to evaporation and leak, though higher up might give a small gain in aeration. You can always cut the cover in half and lay the channel ends on one side and use the other side as a flap for convenient reservoir access.

I would use a few 2x4's and Concrete blocks for the ultimate in convenience, otherwise an adjustable galvanized or aluminum sawhorse might help if you wanted to buy something, or just nail or screw some lumber together.

A lot of these rail type aero/nft`s use pvc tube and fittings to make up a support frame. I would just screw some timber together as Pupilla suggested and cut notches for the posts so they cant slide about. I supported my 14ft extension ladder NFT on some 18" x 9" concrete blcoks at both ends but it was a lot heavier than pvc fence posts.
