Do you have an ozone generator near the plants?

Just a guess from the picture.

1. Leaf burn from a foliar spray while the lights were hot?

2. Fungus from too much humidity?

No ozone generator. Never spray it, humididty in the room is 52%..

Is it inside or outside? Light burn?

Inside in an aerogarden, the light is 6-7" away. Just started to happen and now it has spread to the rest of the Red Savina plant.

Sorry to tell you bad news trips, but you have got a bunch of serious deficiency symptoms there. Inter-venal chlorosis and venal chlorosis, wilting and necrotic spots on elder leafs and sprouted leafs are pale and fully chlorotic.

Why don't you give us the specs of your nutrients, concentrations, pH, temps etc, which obviously is all required to get an idea about the cause. But this is serious and there's at least something going completely wrong. This looks like a general lock-out.

Looks like a big time nute deficiency going on there...whew! And you said that it is spreading on the other plants as well? That's a major disaster trips. What nutrients are you using? Lucas is right, there are other factors that contribute to why your plants are experiencing that...could probably be about pH or the type of nutrient mix you're using...
