I don't run tomatoes on a weak nutrient solution. From the time I put them into the system I always run at the same strength.
When I start to see a lot of flowers I try to adjust my nutrients to provide higher potassium vs nitrogen, but with what I have there is only so much adjustment that can be made. And I don't have too many problems with fruiting.

So could you make some recommendations on strength i am using general hydroponics flora series nutrients and i have a 16 Gallon Reservoir and i have a guide i printed out but if there is a better mix that i can use i would defiantly greatly appreciate it.

This site will allow you to calculate the concentration of your nutrients. aim for something in the 750-800 ppm range.

Toms can handle nutes upto an EC of 5.0 so its quite difficult to overdo it. A lot depends on the hydro method, for rockwool or perlite you`d run them at EC:2.5 upto the 4th true leaf, and then increase to EC 3.0.
Typically, you`d add potassium nitrate and calcium nitrate to the EC 2.5 mix which increases the N, K and Ca levels and the EC.

I use both Potassium Nitrate and Calcium Nitrate which I like to balance with some TSP (Phosphate).

Don't forget the Epsom Salts (magnesium) Tomatoes love it and it makes them taste sweeter.

Tomato are hungry and can tolerate higher salts (fertilizer) in the water. But I agree with Grizzman and 800 ppm as good level.

Toms dont need extra Mg or P during flowering or fruiting, 39ppm of P and 54ppm of Mg is enough for all growth stages.
Toms strip large amounts of K from the solution prior to flowering (typically from the 4th true leaf onwards). You can see it happening by monitoring the solution tds and ph.
