old tomato vines growing new plants

I am growing staking tomatos indoors, under large CFL's, in a NFT system, made of black ABS tubing. ( continous flow )
Last years plants have grown new vines, out of the old vines. Some are 10 to 12 feet long. They are producing a limited amount of smaller fruit.
Is this normal ? I have never grown tomatos past frost before

I don't know if it is normal, but I had the same thing happen. A plant that I thought was pretty much done for decided to start flowering again.
