Trouble with starts

I am having fits getting decent looking starts. I am trying to grow a bib lettuce, specifically Johnny's Cherokee summer crisp. We had some trouble with it in the beds also. It looked leggy as all get out. First experimental batch in rockwool was the same way. I planted 96 of them last week and started them by a window. As soon as they were up I moved them to our shade house. It is 40% shade. Sitting right beside the now growing older brothers. They look leggy as all get out. About an inch tall with 3/8 leaves. Is it possible this is just how these will be? Or am I screwing them up?
