tomato containers

I started tomato seedlings in simple 16oz plastic cups. Some are 2 per pot, and I tranferred them to 6" white square pots. Well it seems a week later they are too small as I see 3" roots growing out the bottoms.

My question is, being in a flood-drain table, what is the ideal size container to grow these guys to maturity without having to repot again?

Please note my table size is limited, so I would rather not supersize the containers if it is not beneficial.
