BlueLab Truncheon Limits

I received my first BlueLab Truncheon meter in the mail today. I noticed that it only measures up to 26 CF. I was looking on a website that recommended betwen 25 - 50 CF for tomatoes.
Is this way to high? If not how am I supposed to use this meter to grow my tomatoes?
Also I tested my water with nutes and I was getting a reading between 100 and 200ppm. Is this considered to be hard water?
If you know please include a CF reading for acceptable and hard water.
