What am I doing wrong?

I constructed a cloner from a small rubbermaid container as shown in the link below. It is about half full of water so that the water level is just below the stems. The bubbles coming to the surface are suppose to provide the necessary humidity. The cuttings from blueberries, leland cypress and kwanzen cherry were taken about 6 weeks ago and dipped in a rooting hormone. The lighting is provided by a 25 watt compact florescent. The bubbler is on 24 hours and the light from 9AM to 5PM.

There is no sign of roots. Please let me know what I am doing wrong? I've tried this twice with no success. Is it too late to get more cuttings? Would it help if I enclosed the entire cloner in a clear plastic bag to retain the moisture. Is there a better or easier way to clone these cuttings? I am located in northeast PA. Any help would be greatly appreciated.
