Blossoms not turning to fruit

I know there are several reasons why this happens but I think I have most of them covered. PPM is about 1300, plants are parthenocarpic (don't need birds or bees), they are getting 18-22 moles/day of sunlight, air temps rarely go below 55 at night and are usually uppper 70s, mid 80s during the day.

Given, it's not unusual for plants to drop their first blossoms but I'm wondering if the water temp (19C, ~66F) is too low. Our soil temps in August when the maters are setting fruit are low 70s, undoubtably higher closer to the surface.

The containers are buried in trenches so I don't get large swings in temps - before doing that, the water could vary from 14-23C.

Ideas?
