Digested manure for hydroponics

Would like to use anaerobically digested pig and chicken manure for hydroponic garden. I believe there can be a risk of contamination e. coli etc. Have read conflicting tidbits of information. Believe there needs to be a procedure to process manure to insure vegetables are safe to eat. Might need a 2 tank processor and time limit. Would think it better than single tank due to possible contamination from incoming fresh manure to tank? Would prefer to primarily add digested manure to tilapia ponds but supossedly forbiden in Costa Rica for fear of contamination as some fish are eaten raw in ceviche. Any input, links, appreciated.
