too early to plant impatiens ?

Northern California. Lows around 45 (and rising every day), highs in mid to high 60's. I want to get some in now, as I have the time.

Also, what are the fert requirements/frequency? In prior years I've just put some time release granuales in the planting hole, then fertilize I few more times with liquid thru the season. I get ok results, but I may be overfertilizing.

My soil is excellent as I have been working it for a few years.
