something is getting to my impatiens

When finding damage - the leaves are laying on ground, not succulent but appear 'tired' and they appear cut at ground level. Ground level stem is not mushy. I might try rooting these in water; last year I tried to salvage by inputting directly into garden soil but did not have any luck.

I have tried sprinking slug/snail bait around but still have problem. So far it's only on one plant but this spread last year and I ended up with only one plant. Trying not to have to resort to hanging the impatiens above ground or inputting into a pot. (using those methods also for same area). Any ideas will appreciated. Zone 7/8 Upper North/Eastern Texas.
