ring spots on my impatiens

I recently discovered ring spots on my impatients (in baskets and on the ground). Not all of them have it, but a great deal of them do. I took a leaf to the nursery. They told me it was a bacteria in the soil. Comes from over watering. Was told to remove yellow and diseased leaves (which are most of the leaves on the plants) and let them dry out. The other solution is a systemic infusion to kill the bacteria. (Was told bacteria needs moisture to survive. However, since imapatiens like moist soil, how could I possibly avoid this?). I would like to eradicate the problem before all the impatiens are infected. Any thoughts or suggestions. Thank you in advance.
