Leggy impatiens

Mine have been planted since early March and some are over a year and a half old. Anyway, they are getting tall and leggy, losing the lower leaves, too. If the stems are firm, can I cut them back now and expect new growth from the bottom to come out? I have done this before, sometimes with success and sometimes only to lose the entire plant. I think part of the problem is periods of too much rain then periods of no rain. I am located in Central Florida.
