What could be cutting mine off?

I have 3 hanging planters of impatiens (not New Guinea). I pot 3, 4" plants into each and fill in with a good quality potting soil. They usually fill out nicely and last about a year. However, at my last planting I had a plant in each hanging planter wilt suddenly and die. I replaced the wilted plants with healthy ones, but another plant in the pot would do the same as the first and wilt and die. Finally, I opted to redo them entirely. I purchased new plants. I bleach-cleaned my pots, rinsing them well after, to prevent any fungus that might be causing it. But, already I have had a plant wilt. It looks like something is biting them off at the base. Anyone have any thoughts as to what is causing this and what I can do to treat it? FYI, they are hanging under an eave and so do not get any rainfall. I know, therefore, that the problem is not over-watering. Thanks for your help.
